Experience in production planning and demand planning for large industries, such as 3M do Brasil and Suzano Papel e Celulose S/A. Worked on Lean Six Sigma projects, using statistical tools. Currently works as an adjunct professor in production engineering at the Federal University of Rio Grande do Norte - UFRN, teaching courses in Numerical Methods, Statistics, Operational Research I, Operational Research II, Special Topics in Operational Research and Multicriteria Decision Analysis. Project coordinator in the area of ​​lean healthcare and coordinator of the HEII research group - Healthcare, Engineering and Industrial Innovation. Full member of the postgraduate program in production engineering at UFRN. Has been developing research in multicriteria decision analysis in the area of ​​health and services. Has been working in partnership on projects in the area of ​​Materials Engineering, focusing on system optimization, Industry 4.0, and degradation of materials with sunlight.

  • Priority setting in critical care: a multicriteria approach to ranking access to Intensive Care Unit beds

    BACKGROUND: There is a situation in public health services where there is a high demand for services but not enough capacity to meet that demand. Within the critical care landscape in Brazil, there exists a significant disparity: of the total of 45,848 beds in intensive care units, only 49% are accessible to the Unified Health System (Sistema Único de Saúde - SUS), while the remaining 51% are exclusively allocated to a mere 23% of the population. Therefore, multicriteria decision analysis has the potential to be utilized as a tool in the decision-making process since it has been stated as a tool that promotes transparency and brings rationality to the decision-making process. The objective of this study was to create a multi-criteria model that can assist in the allocation of beds in Adult Intensive Care Units in the state of Rio Grande do Norte, Brazil. METHODS: A twelve-step framework was used to carry out the decision-aiding process. The PROMETHEE I and II methods were employed to build the multicriteria model. Three stages were followed: problem structuring, preference modeling and aggregation, and finalization. The decision problem was approached from the perspective of the P.γ ranking problem in which six clinical vignettes based on actual patients were ranked in order of preference, defined by the decision-maker's preference system. RESULTS: Two pre-orders were recommended: a partial one, in which four pairs of actions were incomparable with each other; and a complete one, in which relationships between each pair of alternatives were described. The sensitivity analysis revealed considerable robustness of the model because of the range of the stability interval. CONCLUSION: The partial ranking proposed by PROMETHEE I showed that Patient 6 outranks all the patients within the set of alternatives. When the complete ranking was generated, aided by PROMETHEE II, Patient 6 remained as the alternative that outranks all the others. Therefore, considering the resource-constrained scenario, Patient 6 was recommended to be admitted. The proposed model formalized the decision-making process of prioritizing access to Adult Intensive Care Unit beds, ensuring transparency and rationality by structuring all relevant factors.
  • Multicriteria decision model for ranking the performance of remote work activities: Case study in a call center company in Brazil

    Background: The world has rapidly experienced a shift in the work environment due to a global need brought about by the COVID-19 pandemic and the recognition of the advantages that remote work presents for companies engaged in processes and customer service. However, not all employees exhibit the same level of adaptation and performance while carrying out their tasks outside the organization's premises. In this scenario, multicriteria decision analysis emerges as a tool to support the decision-making process in prioritizing employees with the best profile for carrying out telecommuting activities. Objective: To create a multicriteria decision model for ranking in the selection of employees for a call center company based in the state of Rio Grande do Norte, Brazil, for remote work from home. Methods: A case study was conducted, incorporating the application of Value-Focused Thinking (VFT), a questionnaire, and the development of the decision model using the FITradeoff method. The choice is based on the concepts of flexible elicitation from the FITradeoff method (Flexible and Interactive Tradeoff). FITradeoff is a method for eliciting scale constants created in accordance with the scope of the Multi-Attribute Value Theory (MAVT). Results: The model was able to provide support information for ranking employees with the best profiles for transitioning from on-site work to remote work, based on consistent prioritization criteria, aiding decision-makers in justifying the chosen selection. Conclusions: It was possible to rank the best profiles for transitioning work arrangements and gain an understanding of how employees perceive remote work.

    Background Despite continuous strategic investments to mitigate the complexity involving arboviruses control, it is still necessary to further research methods and techniques to achieve in depth knowledge and shorter response times in the application of intervention activities. Consequently, the current work focused its efforts on the development of a multicriteria decision support model for the prioritization of prompt response activities for Aedes aegypti control, based on a case study in the city of Natal/RN. Method The research was carried out in three stages: a) preliminary; b) modelling and choice; and c) finalization; the second stage was made possible by the Flexible and Interactive Tradeoff (FITradeoff) method for ranking problematic. Furthermore, the research encompassed ten actors who were involved in the model construction, eight internal and two external to the Natal Zoonoses Control Center (ZCC-Natal) as well as the observation of four operating scenarios for arboviruses control, based on transmission levels; and, evaluation of eleven alternatives from six different criteria perspectives. Results Rankings of the interventions evaluated in each of the four control operation scenarios present in the city of Natal/RN were obtained, considering technical criteria guided by the Pan American Health Organization (PAHO). Conclusions As a result, it was developed a structured decision-making model that could help decision makers to minimize the effects and risks associated with the proliferation of the vector.
  • Classification of medicines and materials in hospital inventory management: a multi-criteria analysis

    Background In the hospital environment, to achieve an optimum level of operations and service, it is necessary to develop adequate inventory management system. Stocks can be managed, amongst other ways, through inputs classification, which is generally carried out based on a single criterion, such as monetary value, demand or criticality, which does not fully address the complexity of a hospital’s inventory management system. Thus, the present study proposes a multi-criteria decision support model to help classify the stock of medicines and materials, enabling a more effective inventory management system for hospitals. Methods Methodologically, the study followed 3 stages: (1) preliminary phase; (2) modelling and choice phase; and (3) finalization phase. Each stage had a set of specific steps that were followed. The first stage identified the actors of the process, objectives, criteria and alternatives, establishing 5 criteria and 48 alternatives; the second stage was the choice and execution of the multi-criteria decision method to solve the problem. It was decided to use the Flexible and Interactive Tradeoff method for the sorting problematic. Finally, in the third stage, the sensitivity analysis for the developed model and the validation of the results with decision makers were carried out. In the study, 48 medicines and materials were included to validate the proposed model; however, the model could be used for more items. Results From the total of 48 medicines and hospital medical materials selected for the study, the classification of 34 of these alternatives to a single class was obtained through modelling and the other 14 alternatives were destined to two possible classes; moreover, the sensitivity analysis performed showed robust results. The items classified in class W should receive special attention by the stock manager; therefore, they should be monitored weekly. Items classified in class B should be monitored biweekly and finally, items classified in class M, should be monitored monthly. Conclusions The classification of medicines and materials developed according to the inventory demands allowed more efficient purchasing decisions, optimizing the stock of materials and medicines at the hospital while optimizing the inventory manager’s activities, saving time. Consequently, the proposed model can support the development of other multicriteria models in different hospital scenarios.
  • Priority setting in the Brazilian emergency medical service: a multi-criteria decision analysis (MCDA)

    Background Despite the proven value of multicriteria decision analysis in the health field, there is a lack of studies focused on prioritising victims in the Emergency Medical Service, EMS. With this, and knowing that the decision maker needs a direction on which choice may be the most appropriate, based on different and often conflicting criteria. The current work developed a new model for prioritizing victims of SAMU/192, based on the multicriteria decision methodology, taking into account the scarcity of resources. Methods An expert panel and a discussion group were formed, which defined the limits of the problem, and identified the evaluation criteria for choosing a victim, amongst four alternatives illustrated from hypothetical scenarios of emergency situations—clinical and traumatic diseases of absolute priority. For prioritization, an additive mathematical method was used that aggregates criteria in a flexible and interactive version, FITradeoff. Results The structuring of the problem led the researchers to identify twenty-five evaluation criteria, amongst which ten were essential to guide decisions. As a result, in the simulation of prioritization of four requesting victims in view of the availability of only one ambulance, the proposed model supported the decision by suggesting the prioritization of one of the victims. Conclusions This work contributed to the prioritization of victims using multicriteria decision support methodology. Selecting and weighing the criteria in this study indicated that the protocols that guide regulatory physicians do not consider all the criteria for prioritizing victims in an environment of scarcity of resources. Finally, the proposed model can support crucial decision based on a rational and transparent decision-making process that can be applied in other EMS.
  • Evaluation of the operational viability of forensic units in Brazil: A hybrid approach based on the BWM and R-TOPSIS

    Public security is an area of increasing importance in Brazil, as society requires that public resources are managed more efficiently and effectively. Criminalistics is an integral and vital part of the Brazilian public security system and requires new management tools to optimize human resources, equipment, and facilities allocation. Faced with a challenging scenario of budgetary constraints in several areas in public administration, the search for innovative methods should be a priority for the forensic service sector managers. The current article presents a multicriteria decision model to evaluate the operational viability of 23 forensic units within the Federal Police of Brazil (PF). The framework used the hybrid approach BWM and R-TOPSIS. The proposed model led to the complete ranking of 23 local forensic units. Amongst the last positions in the ranking, it was possible to recommend merging or shutting down some units. The sensitivity analysis performed did not show abrupt variations in the original positions, confirming the robustness of the proposed solution. It was concluded that the model allowed resources optimization whilst not compromising the quality of the services provided to society.
  • Metaheuristics in the decentralization of SAMU bases using simulation in northeastern Brazil

    BACKGROUND AND OBJECTIVE: The growth of the urban population exerts considerable pressure on municipalities’ public managers to focus their attention on providing emergency medical care that meets the growing demand for emergency pre-hospital medical care. Currently, there are a significant number of traffic accidents and other serious occurrences, such as heart attacks, drownings, epidemics, fires and disasters (floods, landslides, earthquakes) that demand a prompt and seamless response from pre-hospital medical care. As a result of such scenario, the present article endeavours to apply a dual-coverage mathematical model (DSM-Double Standard Model) to define the optimal location of the Emergency Medical Service (SAMU) decentralized dispatch bases in Natal/RN and conduct a simulation study to evaluate the displacement of ambulances between such bases. METHODS: The methodological course that was followed by this research constitutes of 12 steps. The location of decentralized bases for sending emergency ambulances was established using the DSM model and the simulation model was performed using the FlexSim© software version 2018 evaluating base coverage in relation to the total number of calls by demand points for different scenarios. RESULTS: The results obtained throughout the research demonstrated the feasibility of redefining the decentralized bases of SAMU/Natal ambulances as a strategy to reduce response time and guarantee compliance with performance parameters established by international organizations (the World Health Organization, for instance, establishes the time of 8 minutes for emergency medical service calls response). The simulation study showed a significant reduction in response time, by up to 60% in some cases. CONCLUSION: The proposition of new locations for the decentralized dispatch bases of the SAMU/Natal can provide an overall significant reduction on the ambulance response time, so as to contribute to expedite the initiation of treatment of patients, if necessary, sent to hospitals.
