DEVISING A METHODOLOGICAL APPROACH TO PRIORITIZING ROAD SECTIONS FOR MAINTENANCE WORK Anna Kharchenko, Vitalii Tsybulskyi, Natalia Sokolova, Alona Shpyh, Alexander Kanin, et al. Eastern European Journal of Enterprise Technologies, 2025 This study examines the process that prioritizes road sections for performing operational maintenance work to ensure compliance with the predefined level of requirements. The task addressed is to prioritize road sections in order to enable long-term network maintenance. This issue is due to objective circumstances related to the existing lack of long-term financing, poor filling of databases on the condition of roads, the need to take into account various criteria depending on the purposes of budget allocations. Unlike similar studies, in which the basis is a simple arrangement of objects by their priority, a methodological approach has been devised that is long-term-focused and includes further optimization of the road maintenance program. Importantly, an analytical hierarchical process (AHP) method was integrated into the mathematical model whose solution has been implemented in authentic RoadRange program. In practice, it allows road organizations to determine an effective, economically justified long-term program for operational maintenance of roads under an automated mode without additional costs for expensive software. The devised methodological approach to prioritizing sections of highways was tested using data from the Kyiv oblast (Ukraine). Based on the calculation results, 14 sections had been identified that were included in the potential long-term program and met relevant conditions and criteria. The effectiveness of program formation was proven by calculating the ratio of the consistency index to the repair index that equaled 0.002, which does not exceed the limit value of 0.10. The prospect of this study is to test the devised methodological approach at other critical infrastructure facilities and adapt it accordingly.
DEVISING A METHOD FOR ASSESSING THE LEVEL OF TRANSPORT SERVICES IN THE "PEOPLE – TRANSPORT – ROAD – ENVIRONMENT" SYSTEM Olexandr Melnychenko, Oleksandr Ignatenko, Vitalii Tsybulskyi, Oleksandr Chechuha, Inna Vyhovska, et al. Eastern European Journal of Enterprise Technologies, 2025 The object of this study is the process of assessing the level of public transport service provision in cities. The task is to devise a method for assessing the level of public transport service provision in terms of the influence of characteristics of the elements within the "People – Transport – Road – Environment" system. It was determined that these characteristics could serve as predictors – parameters and forecasting tools that determine the level of quality of public transport services for city residents. A logistic model has been built, which underlies the method for assessing the level of public transport service provision. This approach could allow for a comprehensive and interconnected study of social and technological factors of transport activity of subjects. A method for diagnosing the logistic model for adequacy and consistency with empirical data has been proposed, which is based on the application of the Hosmer-Lemeshov agreement criterion and ROC analysis. The method for assessing the level of public transport service provision was tested using an example of a city of regional significance. The adequacy of the method was confirmed using the Hosmer-Lemeshaw criterion and ROC analysis, which were 8.892 and 0.3428, respectively. Based on the verification results, proposals have been devised to improve the predictors of the activities of urban carriers. The effectiveness of the proposed measures was assessed by the percentage change in the time spent by city residents on travel, which was 17.5 %. This confirms the acceptability of the method devised. The scope of using the method includes activities of business entities that provide transport services to the people in cities and to local government bodies. The prospect of this study is its application to assessing the level of quality of transport services by other types of passenger transport
Methodology for Assessing the Technical Condition and Durability of Bridge Structures Kostiantyn Medvediev, Anna Kharchenko, Anzhelika Stakhova, Yurii Yevseichyk, Vitalii Tsybulskyi, et al. Infrastructures, 2024 The proposed methodology aims to determine and forecast the technical condition of bridge elements, which could serve as an advanced engineering tool for assessing reliability and durability. It is developed based on fundamental studies that synthesize the experience of studying the physical–mechanical and physical–chemical properties of materials in bridge structures operating under real conditions. The theoretical foundation of the methodology is a reliability model and residual lifetime prediction of bridge elements based on Markov’s theory. The developed methodology is designed for assessing the technical condition of individual bridge elements, followed by a comprehensive evaluation of the entire structure. Reliability during operation is adopted as the indicator of technical condition. This quantitative reliability indicator in the model serves as a criterion for evaluating the safety level of bridge elements; ranking of bridge elements as necessary for specific types of repair, reconstruction, or replacement; strategic planning of expenditures for repair or reconstruction under limited funding; and forecasting the remaining resource of elements. An evaluation and prediction algorithm for the technical condition of bridges is proposed for the application of the developed methodology. A mathematical experiment of the developed methodology was conducted, which confirmed the adequacy of the proposed hypothesis, i.e., the use of the reliability model and the prediction of residual lifetime of bridge elements. First, a three-step mechanism for refining the technical condition of the bridge is proposed, significantly enhancing the accuracy of the calculations. Therefore, the developed methodology holds practical value and can serve as a basis for information-analytical systems for managing the condition of bridges.
DEVELOPMENT OF A MECHANISM FOR INFORMATION SECURITY RISK MANAGEMENT OF TRANSPORT SERVICE PROVISION SYSTEMS Olexandr Melnychenko, Oleksandr Ignatenko, Vitalii Tsybulskyi, Anastasia Degtiarova, Mykola Kashuba, et al. Eastern European Journal of Enterprise Technologies, 2024 The object of the study is the process of analysis, assessment, and management of information security risks in transport service provision systems. The problem of applying the information security risk management approach in the activities of transport business entities was investigated. As a result of the application of effective forms, methods, and means of information security risk management based on international standards, a risk management mechanism was developed. The risk assessment process of transport systems has been systematized. This allows business entities in the transport sector to determine ways to prevent and counter information threats and challenges in their activities, both when designing and operating systems for providing transport services. Verification of the devised methodical approach to information security risk management was carried out on an example of the taxi company «Taxifay N». Threats and challenges of the company’s information system were evaluated by an expert method. Based on the results of the analysis of expert risk assessment, it was found that the concordance coefficient (0.86) confirms the high level of agreement of experts’ opinions. As a result, the company’s information security risk management program was developed. The effectiveness of the program was assessed by the efficiency ratio, which was 0.64. This testifies to the effectiveness of the implemented program of measures to manage information security risks. The scope of application may be the activity of business entities that provide transport services to the population, aimed at data storage and processing. The prospect of this study is to expand the list of threats and categories of vulnerabilities depending on the characteristics of the economic activity of various enterprises
DEVISING AN APPROACH TO THE USE OF DISTANCE EDUCATION TECHNOLOGIES IN PERFORMING CONTROL MEASURES FOR TECHNICAL STUDENTS Anna Kharchenko, Vitalii Tsybulskyi, Serhii Kovbasenko, Vitalii Simonenko, Mykola Kolbasin Eastern European Journal of Enterprise Technologies, 2023 The object of this study is the process of implementation of control measures with the help of distance learning technologies for students of technical specialties. The problem of the application of information and communication technologies for the effective implementation of final control during distance learning has been studied. An authentic algorithm for creating a test on the Moodle platform has been developed. The proposed algorithm is based on the use of the classical structure of the ticket, which allows implementing an approach to final control that is closest to the traditional one. This is important for assessing the acquired practical students competences of engineering specialties since for them the control measure may include a combination of textual, graphic, and computational tasks. The application of the algorithm in practice allows one to improve the quality of the final assessment by ensuring equal conditions for students, attracting the optimal set of tools for this, as well as identifying the student and thus ensuring the transparency of the control measure. Verification of the developed algorithm during the quarantine period sessions at the Faculty of Transport Construction of the National Transport University demonstrated a better adaptability of students to conduct control measures in remote form. This is confirmed by an increase in quality (from 1.16 % to 6.8 %) and success (to 7.4 %) rates among students, as well as a high level of student satisfaction in 2022 with the effectiveness of online learning, which was determined through an anonymous questionnaire. Promising steps regarding the use of the algorithm in the final evaluation are the development of measures for the implementation of automated recognition of the emotional status of students
DETERMINING THE EFFECT OF REINFORCING A CEMENT-CONCRETE COATING OF BRIDGES ON THE STRESSEDSTRAINED STATE OF STRUCTURES Igor Gameliak, Andrew Dmytrychenko, Vitalii Tsybulskyi, Anna Kharchenko Eastern European Journal of Enterprise Technologies, 2022 This paper reports a study of the cement-concrete coating on bridges using FRP reinforcement. That has made it possible to design optimal structures by selecting the height for reinforcement arrangement in the layers of a roadbed in order to ensure strength characteristics. An engineering method for calculating a hard roadbed with composite reinforcement has been devised, which makes it possible to take into consideration its work both in a joint package of the structure with a slab and separately – when it exfoliates from the slab of the bridge's span structure. Underlying this research are effort-determining methods, estimation dependences from the theory of bending layered structures, as well as dependences from elasticity theory to assess the strength of materials for a roadbed. The consideration of shear strains when designing slabs has helped establish that the deflections according to the devises method were 1.4 times larger than those in the classical approach. The method was tested by a numerical experiment, which confirmed the need to use composite reinforcement in the upper layers of a road surface on bridges, which improves its durability by 1.2 times. The results of the numerical experiment indicate that the equivalent stresses in the lower layers of a free-moving roadbed were 2.91 MPa, and, when operating in a joint assembly with a slab, they took a negative value (–0.2 MPa). Practical application of the devised calculation method makes it possible to determine the refined normal stresses in the layers of a roadbed, taking into consideration the characteristics of structure operation. Owing to this, additional opportunities open up for calculating the roadbeds of bridges whose design utilizes the most common types of span structures in the bridge industry.
CONSTRUCTION OF A SIMULATION MODEL FOR SUBSTANTIATING THE PARAMETERS OF LONG-TERM ROAD MAINTENANCE CONTRACTS Alexander Kanin, Anna Kharchenko, Vitalii Tsybulskyi, Natalia Sokolova, Alona Shpyh Eastern European Journal of Enterprise Technologies, 2022 This paper reports a study into the main parameters of long-term contracts for the maintenance of roads. Weaknesses in existing methods and models of substantiation of the initial characteristics of contracts have been identified. It is established that the main reason for the transition to long-term contacts in the road sector is the need to improve the efficiency and effectiveness of road asset management. This determines the main goal to maintain the operational condition of all components of roads at a level that ensures the satisfaction of user requirements and contributes to the preservation of assets. A simulation model for substantiating the parameters of long-term contracts for road maintenance has been built, which makes it possible to simulate forecast assessments of the characteristics of contracts. Underlying this study is the Monte Carlo method, as well as the triangular law of distribution, models of deterioration and restoration of the condition of road elements. Taking into consideration these models, it was established that the error in justifying the parameters of long-term contracts according to the devised method is up to 10 %. The devised model was tested by applying the developed original LTCsimula program using an example of the section of a motorway with a length of 87.3 km with an average level of requirements. According to the results of the test, the assessment of the laws of distribution of value, as well as the amount of deductions and profits of a long-term contract, was carried out. The calculation results demonstrated the model’s capability to determine the strategies for the maintenance of roads, taking into consideration the risk of implementing a contract with an error of up to 3.9 %. The practical use of the devised simulation model makes it possible to improve the efficiency of operational maintenance of roads, as well as to save from 10 % to 40 % of the cost of road maintenance
BUILDING A MODEL FOR MANAGING THE COST AND DURATION OF MOTOR ROAD PROJECTS Anna Kharchenko, Vitalii Tsybulskyi, Oleksandr Chechuha, Sergei Zavorotnii, Ivan Shuliak Eastern European Journal of Enterprise Technologies, 2022 This paper considers the processes of cost management and the duration of road maintenance projects. A conceptual model is proposed to describe the relationship between time, cost, and quality of projects, which is based on the theory of the «silver triangle». Based on the results of studying the influence of factors, a model has been built for determining the cost and duration of road maintenance projects. Multiple optimization approaches to the components of the «silver triangle» of projects were used. The model constructed at the stage of initiating projects for the maintenance of roads, in contrast to the previous ones, is based on the pre-project level of quality indicators. Owing to the introduction of additional parameters and coefficients, the proposed model of cost management, quality, and duration of road projects was calibrated. The model graph was constructed and optimization was carried out on the example of a long-term road operation project. The algorithm of application of cost and duration management model of highway projects under conditions of uncertainty has been developed, which was checked for adequacy at an estimated error of about 3 %. This makes it possible to assert the effectiveness of the devised model for solving tasks related to project management for maintenance. The model was used to perform calculations based on a real example of the project, which showed that the optimization of the parameters of long-term contracts for the maintenance of highways produces a multiplier effect. This is expressed by reducing the administrative costs of the customer, reducing the responsibility of road services, creating prerequisites for stable financing of road works, the satisfaction of road users, and building strong partnerships between the customer and contractor
APPLYING A DESIGN MINDSET TO DEVELOP A PROTOTYPE OF AN ELECTRONIC SERVICE FOR ASSESSING THE IMPACT ON THE ENVIRONMENT Victoriia Khrutba, Anna Kharchenko, Yuliia Khrutba, Mykola Kolbasin, Vitalii Tsybulskyi, et al. Eastern European Journal of Enterprise Technologies, 2022 The object of research considered in this paper is the design mindset process in the development of a prototype of electronic service for assessing the environmental impact of the planned activities of business entities. The problems of applying the design mindset approach to the process of automating environmental impact assessment have been investigated. As a result of the application of the design mindset in combination with the stakeholder approach, a logical-structural scheme and architecture of the electronic service interface for different categories of users have been developed. The peculiarities of the prototype of the electronic service of environmental impact assessment (EIA ES) are to provide a common understanding of the requirements and results obtained, and convenient access to the execution of calculations. Distinctive features for the implementation of calculations in EIA ES are the quantitative obtaining of the values of indicators, which are represented by a report in the form of qualitative parameters through the use of a new algorithm. This allows business entities to perform calculations of indicators using online access at the stage of preparing the report. The developed interface design and functionality of the EIA prototype were evaluated by the expert method on a 10-point scale when making calculations for a real project. The effectiveness of the electronic service has been confirmed by the consistency of expert opinions in line with the concordation method. The estimated concordation coefficient was 0.83 and was checked for adequacy according to the Pearson criterion (20.75), which confirmed the reliability of the calculations at a significance level of 0.05. The scope of application may be environmental impact assessment of transport construction objects and gas stations. The conditions for practical use are the availability of access to the Internet and the availability of sufficient user qualifications for performing calculations.
DEVELOPMENT OF METHODS FOR PARAMETERS OF LONG-TERM CONTRACTS OPTIMIZATION FOR OPERATIONAL ROAD MAINTENANCE Anna Kharchenko, Oleh Zaviyskyy, Vitalii Tsybulskyi, Serhii Zavorotnyi Technology Audit and Production Reserves, 2021 The object of research is the processes of cost, duration and quality management in long-term contracts for the maintenance of roads. The presented work is based on the use of project management theory. The main hypothesis of the study is the application of methods for optimizing the parameters of long-term contracts for the maintenance of roads. Features, advantages and problematic issues concerning the use of long-term contracts based on quality indicators in the road sector are considered. The world and domestic experience of introduction of long-term maintenance of highways is analyzed. The main approaches to optimization of parameters are defined and the mathematical model of management of processes of cost, duration and quality in long-term contracts is developed. Based on the model, two methods of mathematical solution of the optimization problem of the proposed parameters have been developed. A mathematical experiment based on the example of the project of long-term maintenance of roads on the final quality indicators, the results of which showed that the adaptive capacity of projects by the second method is less flexible than the first. But the second method achieved better performance to minimize time parameters with averaging at 5 %. Optimization of parameters of long-term contracts for maintenance of roads has a multiplier effect, which is expressed in reducing administrative costs of the customer, reducing the responsibility of road services, creating conditions for stable financing of road works, satisfaction of road users, building strong partnerships between the customer and the contract. The results of calculations have practical value and can serve as a tool for making sound management decisions to determine the basic parameters of long-term contracts for the maintenance of roads based on quality.
