  • Child Mortality and Disease in Karlag, 1941: A Comparison of Prisoners’ and Free Workers’ Children

    The article analyses archived statistical data illustrating mortality rates for the children of female prisoners, as well as the children of free labourers in Karlag in 1941. For a comparative view of the problem of child mortality in the Gulag in 1941, the article uses data from two other camps in the Gulag system, Vyatlag and Bureilag. The general trends and differences in the mortality rates of the children of mothers who were prisoners, and mothers who were free labourers, were analysed. It appears that that the number of children in Karlag agricultural camp in 1941 was significantly higher than in forest and railway industry camps, and the overall mortality rate of children of imprisoned mothers was lower on average. Almost two thirds of the children who died in Karlag in 1941 were children of female prisoners. In addition, the morbidity of children of incarcerated mothers was much higher than that of the children of free labourers. The peak of the morbidity and mortality in Karlag was April 1941.
  • On the Issue of Nation-Building Projects of the Kazakh Political Elite on the Eve of and During the National-Territorial Demarcation of 1924: Projects of the “Turkic Republic” and the “Central Asian Federation”

    The article examines the positions of key figures from the ethnopolitical elite of Turkestan and the center in solving the problems of nation-building in the first half of the 1920s.The core idea in the views of the Kazakh ethnopolitical elite was the unification of the Turkic peoples of Kazakhstan and Turkestan: from Ryskulov's project of the “Turkic Republic” to the project of the “Central Asian Federation” of S. Khozhan. The twists and turns of the ethnic elites defending their initiatives have been studied in sufficient detail. Ultimately, none of the projects were implemented, despite the nationalists’ attempts to advance them even after the center’s decision to reject the projects. As a result of Bolshevik nation-building in the 1920s, centrally controlled and managed Soviet national republics, autonomies, and autonomous regions emerged, which can be presented as the implementation of the modernist Soviet project for the Central Asian republics.
  • The Transition from the Formation of a Mixed Party Elite Based on Local Ethnic Groups and Client-Patronage Clan Relations in the Soviet Republics of Central Asia to National Bureaucratic Ethnocracy in the Post-Soviet Period

    This study aims to demonstrate the importance of local ethnic groups in the formation of the party elite of the Soviet period and to study their role status in the modern period of a new post–Soviet elite emergence. The methodology is based on the analysis of domestic and foreign historiography, and public statistical and biographical data concerning the Central Asian elite of the late Soviet and post-Soviet period. In practice, tribalism and clan connections are strongly developed in Central Asia, which has a direct impact on the relationships between various elite groups. The study relies on a survey of 144 respondents under the Central Asia Forecasting project. The causality mechanism underlying the transition from the establishment of a mixed-party elite based on local ethnic groups and client-patronage clan relations in the Soviet republics of Central Asia to a national bureaucratic ethnocracy in the post-Soviet era is substantiated. The importance of this work lies in the study of the significance of representatives of local ethnic groups in the Soviet party elite, which enables an understanding not only of the past but also of contemporary processes in its formation.
  • Archival Materials as A Source for Studying Detention Conditions and Child Mortality in the Kazakhstani Gulag Camps: A Case Study of Karlag

    This article examines key aspects of the history of children in the Gulag. It provides insights into the archival funds and documents used for this study and offer a brief historiographical overview of the topic. Six categories of children who were in forced labour camps are identified, focusing on those who entered the camps in infancy alongside mothers convicted under “political” articles (including as members of the families of traitors to the motherland) or born to prisoner mothers. Drawing from documentary materials from the State Archives of the Russian Federation and the archives of the Karaganda corrective labour camps, the study clarifies the timeline, population, and conditions of children in Karlag. It outlines the reasons for the increase in the child population within Gulag camps, leading to the establishment of specialized infrastructure for children of imprisoned mothers in the early 1940s. The authors compared the conditions of detention for children of imprisoned mothers in infant homes and children of civilian workers in children’s homes. Extremely difficult conditions of detention for children of imprisoned mothers, extremely low levels of food and clothing allowances, and unsatisfactory arrangements for the baby’s home were noted. The study tracks the dynamics of infant homes, their resources, and healthcare levels in Karlag during the 1940s–1950s. Child mortality rates are analyzed by year, identifying causes, peak years, and conducting a comparative analysis of child mortality rates within the Gulag and Karlag. In conclusion, the study draws correlations between the dynamics of imprisoned children and the overall camp population.
  • Baltic Peoples in Kazakhstan: Culture, History of Settlement and Contribution to the Economy of Kazakhstan

    In the article, the authors provide an analysis of some issues of Baltic everyday life: the history of its appearance on the territory of Kazakhstan, everyday work in the virgin lands and family and religious life. The sources for archival, statistical and ego-documents (personal archives, interviews and recollections of the participants of the events). The state and party organs imperatively implemented the standards of contribution and ‘behaviour’ of the Soviet republics in the implementation of the virgin project, shaping various positive/negative socio-cultural everyday practices. According to the authors, the Soviet leadership created ‘deviations’ in the form of protest sentiments, inter-ethnic conflicts and discontent of national minorities on a wide range of political and socio-economic issues through ideological principles.

    This article aims to investigate the issues of “standards and deviations” in the everyday life of the Baltic peoples who came to Kazakhstan for the development of virgin and fallow lands in the 1950s and 1960s. The authors attempted to trace the history of the appearance of the Baltic peoples on the territory of Kazakhstan, as well as issues of “standards and deviations” in everyday life during the years of virgin lands development.   • On the History of the Formation of Orphanages in Kazakhstan in the 1930s

    The article analyzes the history of Soviet orphanages in the 1930s based on the materials of Central Kazakhstan.The authors pay special attention to the source of children's admission to orphanages, their maintenance regime, forms of financing of children's institutions, and consider the degree of equipping children's institutions with food and household goods.The authors attempted to determine the number of orphanages and the number of foster children both in Kazakhstan as a whole and in the Karaganda region in the 1930s.Based on archival materials, a picture of the daily life of the orphanage was recreated.The authors conclude that the increase in the number of orphanages and homelessness in Kazakhstan in the early 1930s was associated with a sharp increase in the number of starving people, and since the mid-1930s -due to the flow of special settlers and victims of political repression.The difficult situation in orphanages led to the escape of their pupils, which only increased the growth of homelessness.The source base for the research was archival documents from the collections of the State Academy of Russian Federation, the Administrative Okrug of the Republic of Kazakhstan, and the State Agency for Accreditation for Accreditation, many of which are being introduced into scientific circulation for the first time, as well as materials from collections of documents and materials on the problem under study.
  • The state of natural resources of the West Kazakhstan region (1990s – early 2000s)

    The purpose of the study was to analyze the state of natural resources in the West Kazakhstan region during the 1990s to the early 2000s. The ecological condition of the region’s natural resources remains one of its most pressing issues, necessitating regular monitoring. Analysis of official data sources revealed that the socio-economic development of the region coincided with the establishment and operation of large industrial and construction enterprises, leading to adverse effects on the region’s natural environment. Monitoring of arable land in areas with dark chestnut soils indicated a continued loss of humus during this period. Presence of nitrates and high permanganate oxidizability suggested the presence of organic compounds linked to the decomposition of heptyl rocket fuel. Disease patterns indicated that populations in the southern areas of the region experienced high chemical burdens alongside radiation exposure. Furthermore, the article addresses concerns regarding the state of forest resources and wildlife, with authors highlighting a significant risk of natural resource contamination by industrial waste from heavy industries in the region.

    The article discusses issues of forest preservation and environmental safety in Kazakhstan. The authors conduct a comparative analysis of forest cover across regions of Kazakhstan, revealing its low percentage in the Western regions and high in the eastern and southern regions. The article highlights both man-made and natural risks to the forest fund of Kazakhstan. The authors argue that fires, caused by both human activities and natural factors, pose a particular danger to Kazakhstan. Analysis indicates that the dynamics of fires have been intensifying since 2018, which naturally disrupts the structure of the area’s biocenosis. Based on the results of the study, conclusions were drawn and recommendations were made for the conservation of biological diversity.
  • Russian Researchers on Cotton Growing in Turkestan at the Turn of the 19th - 20th Centuries: a Brief Overview of the Problems and Ways to Solve Them

    “The cotton project”, which became part of the modernization processes in the Russian Empire, caused a boom in publications in Russian historiography in the late 19th — early 20th centuries. The purpose of the article is a brief systematic review of Russian research on Turkestan cotton growing at the turn of the 19th — 20th centuries. Based on the research of Russian agrarians and officials of various departments, this article contains a brief overview of the issues of cotton growing development in Turkestan and ways to solve them.The author singled out four groups of researchers/studies and chose the depth and degree of cotton problem coverage in Russian works as a criterion, focusing in more detail on the analysis of the last two groups. The stated problem began to be developed more specifically in the following two groups of special studies — agricultural scientists/major cotton specialists and officials of the local colonial administration or central structures. The author notes that this division has a fairly conventional nature, since many of the officials of various departments (assigned to the second group by us) were both first-class specialists and researchers in agronomy. The authors of the first group include M. M. Bushuev, G. S. Zaitsev, R. R. Schroeder, V. I. Yuferev, V. I. Malakhovsky, N. M. Studenov and others. The authors of the second group are V. I. Masalsky, S. V. Ponyatovsky, N. P. Verkhovsky, A. I. Knize, A. I. Shah-Nazarov, A. V. Krivoshein and others.
