  • A Bidding Assessment Framework using CRITIC and MABAC Methods

    The bidding process is instrumental for contractors and ensures work continuity and company survival. Even if the decision made to proceed with work contracting is confirmed, bidding preparation is one of the main factors effecting profit percentage. A bidding system must be built with high flexibility in order to be widely applicable and able to deal with data diversity. This paper introduces a new application of MABAC and CRITIC methods to cope with this need. The assessment framework consists of multi-attributive border approximation area comparison and criteria importance through inter-criteria correlation. A comparison made between the results gained from the proposed framework and the conventional process reveals a major difference in preference results.
  • Exploring the relationship among positive change order negative change order and influence the type and price of construction of Iraqi buildings

    The overall goal of this work was to determine the relationship between percentage (Change Order +) (CH+) (which causes an increase in the contract price) and (Change Order -) (CH-) (Which causes a surplus in the contract price) from a cost point of view. On the other hand, investigate the influence of the change order on the type and price of the project. Survey data were collected from government institutions that implement building projects. This study collected data from 23 projects (University, school, health, and industrial), in which prices amounted to (0.880-65.000) billion Iraqi dinars. To investigate this statistically, the descriptive statistics and (Superman correlation, Mann-Whitney, and Kruskal-Wallis) tests were used to determine the significance of the data. Our results demonstrated a strong positive correlation (0.865) between (CH+) and (CH-). Nevertheless, the different types and prices of project buildings (University, school, health, and industrial) do not affect the occurrence of a change (CH+), (CH-). From these results, it is clear that (CH+) is the most significant amount of (CH-) because reserve (10%) according to the terms of the contract. This paper recommends that the government sector use effective change management to decrease the cost impact and reduce corruption and suspicion.
  • The Causes Influencing the Occurrence of Variation Orders in the Construction of Buildings

    In the construction of buildings usually, problems occur because of the causes of change orders. The main causer of change orders is the owners, consultants, and contractors. These changes lead to conflicts among them which result in influencing building projects. Therefore, it is necessary to analyze the causes of change orders to reduce them and facilitate management. This paper determines the most critical factors that cause change orders from a different point of view, a consulting owner and a contractor, and a study of the reality of the management of change orders when constructing public buildings. The method employed in this research is a field survey using interviews with experts working in the construction of public buildings. Furthermore, the questionnaire was distributed manually and electronically. In conclusion, it would appear that the causes of change orders have been hierarchically according to the viewpoint of the owner, contractor, and consultant. The analysis leads to the following conclusions: Agreement of viewpoints owners, contractors, and consultants on the critical causes of variation orders were: ( the difficult financial situation - change material specifications to benefit the project - technical necessity - the nature of the site). Moreover, the point of view (owners and contractors) on the essential factors that cause change orders were: (preparing a bill of quantities is inaccurate - weak consultant guess ). In contrast, the consultant's point of view differs, as he considers these causes ineffective. It can be interpreted that the consultant sees these factors as insignificant because of his duty to implement the bill of quantities and designs. This research paper concludes that a complex causal relationship exists between the causes of change orders. The relative importance index (RII) for variation order causes varies among different groups' viewpoints (owners, contractors, and consultants).
  • Developing a system for assessing the sustainability in school building projects

    In recent times, the concept of sustainability has become a focus of attention for many institutions and communities. The reason for the spread of this concept and great interest is the pursuit of sustainable development of societies which aims at balancing the three factors: environmental, economic, and social. This paper aims to develop a system to implement sustainability ideas in school building projects based on the international guidelines and practices for sustainability. For example, (Building Research Establishment Environmental Assessment Method (BREEAM)-Leadership in Energy and Environmental Design (LEED)-The Pearl Building Rating System (PBRS)) and the current practices in Iraq. The purpose of the collected and reported information was for making decisions during various stages of preconstruction, construction, and post-construction. The system employed suitable criteria, subcriteria, and standard weights for school buildings assessment, which was set according to a field survey. The survey included interviewing a group of specialists in school buildings and conducting a closed questionnaire. A computer program was prepared to assess school buildings in the 3rd General Directorate of Education in Baghdad-Karkh. These buildings were executed during (2008–2018). The School buildings were classified into four types (traditional, precast concrete units, steel structures, and structural concrete construction). The field survey has shown that the highest standard of sustainability is the environmental design (20.79), and the lowest sustainability criteria are water treatment system (5.81). However, the study aims to develop a sustainability assessment system for school buildings. A comparison was made between the current buildings with ones that having ideal sustainability criteria. Similarly, a monitoring was done with the perfect situation to observe the deviation within the project progress. Finally, recommendations were given for the purpose of employing the sustainability concepts in school buildings.
  • Investigating Variation Orders Causes in Iraqi Building Construction Projects

    Changes are a common phenomenon in the construction industry, impacting the project's cost, time, and performance. The purpose of this work is to a comprehensive review relating to variation order causes. Also, the aim here is to determine variation order causes in the building’s construction. More importantly, explore the relationship between these causes. However, the importance of specifying the causes for change orders is the first step in managing variation orders to reduce the harmful effect on a project. The field survey was conducted for several institutions such as health (Karkh’s health), higher education (University of Baghdad and University of Kufa). As a result, a field visit was made to the project sites. They were then, Conducting interviews with the resident engineer, the consultant, and the contractor. A developer tool called cause (variation orders) breakdown structure (CBS) included 12 causes at the first level, including 103 sub-causes. There is a relationship between the variation orders causes, which is evident in the third level. The study recommends adopting (CBS) a comprehensive reference for variation order causes in projects due to facilitating their management processes. Future research could examine the relative importance of variation order causes, in addition to using a fuzzy cognitive map to find the extent of each cause’s influence on the other.
