Strategies for Implementing Building Operability Certificate to Improve Performance of Building Management: A Case Study in Probolinggo City, Indonesia Dwi Putranto Riau, Rulinawaty, Dwi Siswahyudi, Muhtarom Scientific World Journal, 2024 An operability certificate is required before using a building. The building operability certificate concerns occupants’ safety before the building is used and is directed by Law Government Regulation 16 of 2021 for building security. This article discusses implementing a building operability certificate underperforming and the strategy for implementing the building operability certificate (SLF) policy. This research uses a descriptive qualitative method. First, qualitative data analysis utilizing SWOT determined the building operability certificate implementation strategy. Second, ranking strategies are analyzed to identify (QSPM’s) priorities. According to the regulation that every building must have SLF, the building operability certificate was not appropriately implemented. With the current building information system legislation, each region can issue Building Approval (PBG) and building operability certificate (SLF). Research findings based on SWOT and QSPM are used to generate seven strategies: Regional Apparatus Work Units (SKPD) commitment, increased socialization, regulation implementation, capacity building, optimal communication, SIMBG implementation, and increasing resources.
ENHANCING TRUST-BASED GOVERNANCE AND COLLABORATIVE INNOVATION BASED ON ROUTINE DYNAMICS IN CENTRAL SULAWESI PROVINCE R. Rulinawati, Lukman Samboteng, Andi Wijaya, Mashuri H. Tahili, Rahmawati Halim Public Policy and Administration, 2024 Routine Dynamics has emerged as a potential action pattern within public organizations. In truth, there is a relationship between trust-based governance and collaborative innovation in developing Routine Dynamics in public organizations. This study aims to analyze the relationship between trust-based governance and collaborative innovation regarding the Routine Dynamics of public organizations in Central Sulawesi Province, Indonesia. The research uses quantitative analysis in the form of structural equation modelling on a research sample of 120 people. The study shows that trust-based governance and collaborative innovation have a significant relationship with Routine Dynamics in public organizations. The research also shows that there is a relationship between trust-based governance and collaborative innovation. Meanwhile, Routine Dynamics will better serve as a new perspective in public organizations to improve trust-based governance and collaborative innovation. Finally, the authors argue that the greater the level of achievement of trust-based governance and collaborative innovation, the easier it will be to develop the implementation of Routine Dynamics in public organizations.
Investigating the influence of the updated DeLone and McLean information system (IS) success model on the effectiveness of learning management system (LMS) implementation Rulinawaty, Lukman Samboteng, Agus Joko Purwanto, Setyo Kuncoro, Jasrial, Mashuri H. Tahilili, Yudi Efendi, Ayi Karyana Cogent Education, 2024 The learning management system (LMS) is claimed to be a crucial strategy for creating successful e-learning and teaching methods, enhancing students’ learning satisfaction and achieving academic outcomes. Although the Indonesia Open University has implemented e-learning innovation through LMS in higher education, it has not gained popularity. Hence, the present research aimed to investigate the updated DeLone and McLean information system (IS) success model on the effectiveness of LMS implementation, focusing on system quality, information quality, service quality, perceived usefulness and user satisfaction. A total of 386 respondents from undergraduate and postgraduate programs were selected through stratified random sampling. Subsequently, research data were collected through online survey questionnaires administered to students enrolled at the Indonesia Open University. Structural equation modeling with AMOS version 24 software was deployed to analyze data and test hypothesis. Findings revealed that the updated DeLone and McLean IS success model had a positive and significant influence on the effectiveness of LMS. Therefore, the top-level management of the Indonesia Open University and decision-makers in the Indonesian government could provide a better LMS practice environment infrastructure utilizing the updated DeLone and McLean IS success model.
Participatory governance capacity building: The missing link of poverty eradication in food diversification policies in Indonesia N.A. Rulinawaty, Sofjan Aripin, N.A. Andriyansah, Lukman Samboteng Electronic Government, 2023 Women's empowerment is a movement to improve the quality of women's lives in the economic, educational, social, communication and information fields in order to be free from the cycle of poverty and underdevelopment. This study explores the capacity of participatory governance in Indonesia with a focus on CBOs in participatory action. The object of this qualitative research is the second-class community who interacts with government programs, formulating and implementing food diversification policies. The results reveal three roles of participatory governance for poverty reduction: information-based policies at the grassroots level, ensuring all actors are committed to avoiding participatory non-governmental arrangements, and making policy implementation more effective and efficient. The implications of participatory governance for developing countries are positive synergies for designing and implementing poverty alleviation strategies.

For this reason, food quality and types of food must be considered so that they are safe for consumption and managed. Some plant-based foodstuffs are often processed and consumed by the community, even the most needed in food processing. In this case, the research was carried out using data mining with market basket analysis algorithms to obtain very valuable information to decide the inventory of the type of material needed. Market Based Analysis method is used to analyze all data and create patterns for each data. One method of Market Based Analysis in question is the association rule with a priori algorithm. This algorithm produces sales transactions with strong associations between items in the transaction which are used as sales recommendations that help users (owners) get recommendations when users see details of the itemset purchased. From the results of the trials in this study, it was found that the greater the minimum support (minsup) and minimum confidence (minconf), the less time it takes to produce recommendations and the fewer recommendations are given, but the recommendations given come from transactions that often appear.
