Philipe Rocha de Camargo holds a Ph.D. in Sport Policy and Management from the Federal University of Paraná (UFPR), with a doctoral internship at Loughborough University (United Kingdom). His research focuses on sport policy, governance, transparency, and management, with particular attention to athlete support programs and state-funded sport development policies in Brazil. His studies address the relationship between public policy, welfare principles, and organizational structures in sport. He is a professor at the Federal University of Mato Grosso do Sul (UFMS), where he teaches Handball Teaching Methodology and Outdoor Sports.

This project investigates how public athlete funding programs influence sport development, performance pathways, and social protection in Brazil. It analyzes the institutional design and governance of state-led financial support to athletes, seeking to understand how incentive-based structures interact with broader policy objectives and long-term athlete development.

Multi-Level Athlete Funding Policies: Coordination Between Federal and State Programs

This study explores the interaction between federal and state-level athlete funding programs in Brazil. It examines how policy overlap, coordination mechanisms, and resource distribution affect athlete support and program efficiency. The project seeks to identify opportunities for complementarity and integrated policy design within the national sport system.

  • Government budget and priorities for sports in Brazil (2004-2020)

    Research question The objective of this study was to map the budget resources allocated by the Brazilian federal government and examine the priorities of the national sports policies from 2004 to 2020.Research methods This quantitative-qualitative documental research was based on data regarding resources allocated by the Brazilian federal budget between 2004 and 2020, available in the portal SIGA Brazil.Results and findings We concluded that the Brazilian federal government allocated a total of US$ 4.9 billion to sports actions, which is 0.06% of the total federal budget. While the federal budget remained stable, with little annual changes, the sports budget significantly oscillated in real and percentage investment values. These were concentrated in infrastructure (US$ 3.2bn – 57.2%), educational/participation sports (US$ 712 m – 17.7%), elite sports (US$ 575 m – 14.3%), and management (US$ 436 m – 10.8%).Implications Although the hosting of mega-events has promoted increases in investments and attention in the sports area, these have not ensured a greater commitment to the promotion of educational/participation sport at the federal sphere. The biggest gains, although punctual and inconsistent, were concentrated in elite sport policy.
  • The profile of the brazilian municipal sports manager

    This study aims to identify the profile of the public sports manager working at the municipal level in different Brazilian states. The Northeast, Centre-West, Southeast, and South regions were considered as the sample, through the states of Bahia, Ceará, Espírito Santo, Minas Gerais, Mato Grosso do Sul, Paraná, Rio Grande do Norte, Santa Catarina, and Sergipe, for a total of 1.955 municipalities in this research. The analysis was based on data relating to the "Human Resources" axis of the Sports Management in States and Municipalities (GEEM) instrument. The results showed a predominance of males, differences in Race; Age; Schooling; Level of School; Remuneration, both for each state and each region of the country. The conclusion is that there is a need for the academic and professional training for public managers in the field of physical education, combined with sports management, in order to make public policies more effective, as well as the continuation of public service programmes independent of the region.   • Transparency and accountability in Brazilian National Sport Organisations

    This study examines the prevalence of transparency and accountability in Brazilian National Sports Organizations. Transparency is an organization’s ability to acquire and disseminate accurate and relevant information and knowledge. Accountability refers to an organization’s duty or obligation to provide an account or explanation of their actions. Both transparency and accountability are associated with modernization and good governance. In this study, we collected annual indicators of transparency and accountability between 2015 and 2021 for 34 Brazilian National Sports Organizations. Data were analyzed using Generalized Estimating Equations (GEE). The three key findings of the research were as follows: (1) transparency and accountability increased over the years; (2) there was selective growth in transparency and accountability dimensions; and (3) there was stagnation for audit (AUD), an accountability indicator. These findings suggest that the modernization of Brazilian National Sports Organizations is underway, but there is still potential for improvement.
  • The politics of sport funding in Brazil: a multiple streams analysis

    Since the earliest State interventions in sports, the Brazilian State has assumed the role of overseeing and financing the nation’s organised sport systems. The significant relationship between the State and sport, established over decades, contributed to sport being influenced by the country’s political agenda, influencing the implementation of sport funding policies. In order to understand more about how this relationship developed, this article applies the multiple streams theory of policy change to examine the Brazilian high-performance sport policy domain. Policy analysis and media analysis are combined to examine the ways in which the political context, problem framing and policy solutions were brought together by a range of policy entrepreneurs. The study examines how the Brazilian Olympic Committee (BOC) lobby effort acted to expand investment possibilities, and how policymakers acted swiftly to seize the window of opportunity and implement policies that stimulated Brazilian preparation for the Olympic and Paralympic Games in 2016. The article suggests that while other countries have also developed policies for elite sport to boost Olympic preparation, Brazilian policy decisions and changes were tardy, in some cases fleeting, and only expanded existing policies that had weaknesses in resource distribution criteria.
  • Public funding, olympic preparation and resources application: The case of the Brazilian handball confederation

    Esse estudo, de caráter documental, teve como objetivo investigar o volume e a aplicação de recursos públicos federais da CBHb no período entre 2008 e 2016, em relação as funções estabelecidas às entidades de administração do esporte, pelo Sistema Brasileiro do Desporto. Identificou-se as principais receitas da entidade e coletou-se documentos e prestações de contas (e.g. e-SIC, ME e COB) contendo os valores dos repasses e suas aplicações. Considerou-se apenas os valores executados pela entidade. No período, a CBHb executou R$ 129,6 milhões, que, embora segmentados, teve como a principal fonte os repasses de empresas estatais (41%). Em sua maioria, os recursos apresentaram interrupções e expressivas variações, mas que ao longo do período sofreram um aumento expressivo, justificado pela necessidade de impulsionar a preparação olímpica. Os dados apontaram para uma sobreposição no uso das políticas de financiamento quanto sua aplicação no esporte de elite e suas áreas de atuação. Identificou-se a ausência de uma política estruturada que garanta a oferta de atividades esportivas nas esferas educacionais e de participação que, consequentemente, alimentam o esporte de elite. Além disso, as políticas desenvolvidas se caracterizaram como ações que embora retardem o abandono do esporte, tendem a não estimular a renovação esportiva.
