  • MIGRANT INTEGRATION POLICY IN SOUTH AMERICAN COUNTRIES

    The article is devoted to the formation of a policy for the integration of migrants into the host societies of South American states. The specifics of migration processes in the countries of the subregion are considered. It has been established that there are countries of origin, transit and destination of migrants with the prevailing model of intraregional migration. The diversification of migration flows by origin, dynamics and routes has contributed to the development of new national mechanisms for managing migrant integration processes related to inclusion and social cohesion. The regional trends of the 21st century have been identified, expressed in the humanization of these processes and the modernization of migration legislation in accordance with international human rights standards. Special attention is paid to the processes of regularization of migrants in South American countries, as a response to the massive flows of migrants, primarily those from Venezuela. The article also examines the processes of migrants entering the labor market. Special attention is paid to migrants’ access to health and education systems, as well as to family reunification. It has been established that the majority of South American countries adhere to a broad understanding of the family that goes beyond the nuclear model. The article also shows the unique experience of a number of South American countries, which guarantees foreigners access not only to local but also national elections. Analyzing the integration processes, the author identified the main barriers standing in its way and also showed the ambivalence of South American migration policy – between humanization and securitization, but while preserving the traditions and values of South American countries open to migrants.
  • Changing Migration Landscape in Latin America in 21st Century

    This article explores the key components and routes of migration flows in Latin America and the Caribbean (LAC) from the late 20th to the early 21st century. Special attention is given to the specificities of migration processes within the subregions of LAC—South America, Central America, and the Caribbean. The management of migration processes in the region is also addressed. It has been established that new mobility patterns have led to changes in regional and national migration policies. The interaction among LAC countries within regional integration organizations — such as the Common Market of the South, the Andean Community, and the South American Conference on Migration — is highlighted, emphasizing the development of subregional migration regimes that balance state control with human rights compliance. The findings indicate that states have deviated from a coordinated regional consensus on the “right to migrate,” shifting significantly toward securitization and externalization in light of their internal and external political interests. National strategies and tools for managing migration are identified, along with the influence of both external and internal factors on the formulation of migration policy.

  • Humanitarian Diplomacy: Modern Concepts and Approaches

    Abstract Modern trends in global development have significantly pushed the boundaries of modern diplomacy, an area that should be an effective tool for global dialogue. This study is focused on the humanitarian sector of diplomacy. The main discussions about approaches to the concept of humanitarian diplomacy that arose against the background of the idea of “humanism 2.0,” about the spread of the practice of humanitarian negotiations, and about the creation of humanitarian spaces are considered. The main approaches of foreign and Russian researchers to the concepts of humanitarian diplomacy are examined. Then, the tools of humanitarian diplomacy are analyzed and the similarities and differences with traditional official diplomacy tools are highlighted. It is established that nonstate actors play an important political role in hymanitarian negotiations aimed at modern conflicts resolution. The role of the United Nations in creating a humanitarian partnership with non-governmental organizations (NGOs) is acknowledged. Attention is also paid to the humanitarian diplomacy of states, and the diversity of national models is noted. The main motives that encourage states to participate in humanitarian diplomacy are studied, and the main directions are highlighted. It is shown that today humanitarian practice is acquiring a polymodal, complex character. It includes humanitarian aid, social policy, and economic assistance in the context of the paradigm of sustainable development. The use of diplomatic tools and, above all, negotiations have a positive impact on the effectiveness of humanitarian activities in armed conflicts and crisis situations.
  • Humanitarian cooperation in the SCO: Current situation and development features

    The chapter is devoted to humanitarian cooperation within the framework of the SCO, that is, achievements, problems and perspectives. It analyses instruments and mechanisms of work in fields as such culture, education and public health service. The study reveals the main factors that restrain efficient cooperation in the humanitarian sphere, intercultural dialogue, and the development of common educational space. The chapter focuses on the main humanitarian project - the USCO, for example, the main stages of University development, its regulatory and organizational bases, and educational trajectories; quantitative analysis on student exchange is also included. The reasons preventing the USCO from transforming into a full-fledged university are analysed. The research has found that the most stable and efficient directions have been cultural exchanges and the USCO. Humanitarian collaboration spheres such as health care, tourism and mass media have developed discretely and unevenly. The study concludes that the SCO has failed to create special structures which could become agents of its soft power in the international arena.

The article considers the main motives that encourage states to participate in humanitarian diplomacy and highlights its main directions. I demonstrate shown that today humanitarian practice is acquiring a polymodal, complex character. It includes humanitarian assistance, social policy and economic assistance in the context of the paradigm of sustainable development. The study reveals that the use of diplomatic tools and, above all, negotiations have a positive impact on the effectiveness of humanitarian activities in armed conflicts and crisis situations of an anthropogenic and natural nature.
