Digital risks and self-regulation: an international analysis of the spread of gambling addiction Yermek Buribayev, Makpal Abdinova, Aigerim Lambekova Procedia Computer Science, 2025 In the context of digital transformation, gambling is becoming increasingly accessible, and gambling addiction is posing a serious threat to public health. The aim of this study is to identify factors contributing to the development of behavioural addiction to gambling, with a focus on online gambling and digital engagement mechanisms. Based on a comparative analysis of data from 13 countries, key variables were examined: the Problem Gambling Severity Index (PGSI), level of digital engagement, slot machine density, gambling expenditure, and availability of self-regulation mechanisms. Correlation and cluster analysis methods were used to identify patterns and typologies of countries by risk level. The results showed a high positive correlation between the PGSI level and the digital accessibility of gambling, as well as a significant impact of the lack of self-control tools. The cluster analysis identified three stable groups of countries: those with high, moderate and low risk levels. Data visualisation confirms the differences in national strategies: from liberal models with minimal intervention to strict state regulation. The article offers recommendations for digital policy in the gambling sector: implementation of mandatory self-exclusion mechanisms, advertising restrictions, the development of digital player identification, and international cooperation to combat illegal operators. The data presented can serve as a basis for the formation of evidence-based digital policy in the field of gambling addiction prevention.
FinTech Development: A Bibliometric Analysis of the Scopus Database (2014-2024) Makpal Abdinova, Aigerim Lambekova, Ainur Myrzhykbayeva Procedia Computer Science, 2024 The aim of the article is to analyse the tendency of financial technology (FinTech) development between 2014-mid-2024 using the Scopus database and VOSviewer software to explore the tendency of FinTech development, the highest cited authors, countries that contributed more, and clusters of this rapidly growing field globally. 1,526 articles were selected from the Scopus database using publication year, document type, publication stage, and language parameters. This study focuses on publication years, authors, and countries that made more contribution to its development as well as keywords, citations and subject areas related with financial technology. The findings disclosed that financial technology is flourishing over this period of time. Currently China contributes more to publication of articles related with financial technology which have sharply increased from 2020 to mid-2024 a total of 188 documents. The major subject area is Economics, Econometrics and Finance with 22%. The most cited author is Dariusz Wójcik from Oxford University, UK. 4 main clusters have been identified using on-occurrence analysis of keywords which are fintech, blockchain, banking, and sustainable development. The result of the bibliometric analysis shows that this topic will continue developing in the nearest future attracting the attention not only researchers, as well regulators and practitioners.
Digitalization of human resource department: the experience of Kazakhstani enterprise Galiya Berdykulova, Yevgeniya Daineko, Marat Kamysbayev, Aigul Omarova, Vilmur Auken, Makpal Abdinova Procedia Computer Science, 2024 The problem for Kazakh enterprises is that human resources have not yet become a strategic factor in increasing the role of employees in the digital economy. However, business structures in Kazakhstan limited themselves to renaming the personnel department instead of the HR department. Thus, this department was left with the same duties and responsibilities such as personnel records, hiring, firing, and payroll, which accounted for a large share of routine operations. To ensure that the department meets the requirements of strategic development, automation of departmental structures, including the personnel department, is necessary. To address transformation issues, the goal of the study was to find digitalization opportunities to automate routine operations and free up time to complete the strategic tasks of the enterprise. To achieve this, the case of the “HR-BOT LLP” was used. The company's activities in the digitalization of the HR department and the chatbot service “HR-Bot” were studied. An analysis of the work of the HR department and the use of digital technologies was carried out. The effectiveness of introducing them in recruiting has been calculated. Recommendations are offered for deepening digitalization and increasing the efficiency of HR management.

Change and Project Management in Digital Time: The Case of Kazakhstani University Galiya Mertaevna Berdykulova, Marat Kuralbekovich Kamysbayev, Erlan Zharzhanovich Shildibekov, Timur Vladimirovich Ananyev, Makpal Khamitkhanovna Abdinova, Erkebulan Yessebaiuly ACM International Conference Proceeding Series, 2021 The article is devoted to management of Kazakhstani University in order to find the opportunities for further deepening of digitalization by introducing general, change and project management practice. Study showed inconsistency of bureaucratic style and disparity of existed concepts with practice. Types of changes, main management problems, quality management system and digitalization processes at the university were analyzed. The basic gap in existed organizational structure of university as a barrier in meeting requirements of new reality of society and new system of relationship inside of university was identified. Issue of the current educational automation associated with digitalization, the shortcomings exposed by the pandemic were figured out. Based on investigation of domestic, foreign and original research, proposals to implement the project management methodology and creation of a change management department in IITU were made. These proposals become the conditions for integration of invaluable methodological experience accumulated by teachers and for implementation of university's mission in digital age. The novelty of the research lies in the development of proposals for the transformation of the Kazakh University in the direction of meeting the requirements of the technological revolution based on the use of project management methodology and principles of change management. As a result, the proposed structure of university based on project management methodology and the creation of a change management department were justified.
Wealth in the 21st century: opportunities for the future Galiya Berdykulova, M Abdinova, T Ananiev Economy Strategy and Practice, 2021 The article is devoted to economic category “wealth” in order to understand the necessity to use the fundamental basis, experience of advanced countries, unique opportunities in the development of intangible assets and intellectual property as new sources of socio-economic development of a person, enterprise and world nations including Kazakhstan. The goal of the manuscript is to determine ways of a nation and human wealth creation under the new environment of the Fourth technological revolution. To reach the purpose the analysis of theoretical states in the field, clarification the content of the category “wealth” in modern literature, the methodology for estimating the world wealth, classification of world countries by the level of wealth per capita, the place of Kazakhstan in the international welfare ranking have been shown. Characteristics of the financial well-being of the population, the structure of income in the Republic of Kazakhstan, the role of knowledge in the post-industrial society, nowadays transformation into the factor of production and practical application have been revealed. Correlation of tangible and intangible assets, types of intellectual property for capitalization, the human and social capital in the system of human wellbeing have been proved. The practical and theoretical value of the research described in the article consists in classifying sources of wealth according to existing methodologies, identifying new sources determined by the capabilities of the Internet, computer and digital technologies of post-industrial society.
