Biography

Mustafe Mahamoud Abdillahi (Alkhaliili) is a highly educated professional and PhD finalist PhD in public management at Kampala International University, Uganda. His academic journey is significantly reinforced by specialised training in key areas including administration, management, human rights, research methods, institutional development, and leadership, notably including a programme on "Building Institutions" at the US Institute of Peace in 2025. Mr Mahamoud has established himself as a respected researcher and academic, evidenced by his published scholarly work focusing on Somaliland's public sector, including topics such as decentralisation, governance, local government, and public budgeting. He currently holds the position of Director at the International Institute of Research in Kampala, Uganda, while also serving as a Senior Lecturer at multiple postgraduate institutions: the University of Hargaisa, Bader University, East Africa University, and Abaarso Tech University.
